Schools and non-essential government services were closed because of the commonwealth’s fiscal crisis caused by a budget dispute between the island’s governor, Anibal Acevedo Vila, and the opposition party in the legislature. The shutdown as left about 100,000 people on the island unemployed and seeking benefits or other jobs. The governor’s office and legislators have been unable to agree on a fiscal plan since 2004. As a result, the island has racked up a $740 million budget gap.
