Following his overwhelming victory, President re-elect Hugo Chavez is starting a tour today of select Latin American nations. Included on his tour are Brazil, Argentina, and Bolivia. The purpose of the tour is to discuss the socialist mandate Chavez proclaimed after winning 62.89 percent of votes.
