Latinos / African-American Conflict the Cause for Cali Jail Riot?

inmates.jpg Law enforcement and the media are blaming racial tensions between Latinos and African Americans inside the North County Correctional Facility, about 40 miles northwest of downtown Los Angeles, for the disturbances that happened on Saturday there, leaving 20 inmates hospitalized and one dead. Inmates threw mattresses and banged heads against bunk beds for nearly in hour.
Deputy Steve Suzuki, a sheriff’s spokesman said :

The motivation appears to be racial tensions and a carry-over of a feud between black and Hispanic gangs.

The inmate that was killed was a 45 year old registered sex offender. Since the violence, Latino and African-American inmates have been segregated, which is illegal but legal advisors say that the current state of emergency permits it.
