Paul Weber, a Peruvian immigrant and businessman based in Fresno, California, is throwing in a new possibility in the immigration debate, a third middle ground option that attempts to balance law enforcement with economic realities. The proposed three-step plan includes
a guest worker program, but one specifically offering the prospect for long-term U.S. residency, even citizenship, for workers who demonstrate a serious, long-term track record of job-holding and responsibility.
